The logs show that the artifact gets partially downloaded, Downloaded 19.8 MB out of 57.9 MB (34%). Then we see, Try 3/5, Task was requested to be canceled. However, it keeps trying, Downloaded 33.9 MB out of 57.9 MB (59%). and seems to make progress, but never finishes.

The logged error above led us to believe that the issue was on the client's side. Maybe their firewall was refusing the connection. Or the server didn't have enough resources. Or maybe there were networking thresholds limiting the download capability. We had a discussion with the client and they verified that there are no network thresholds or limitations and that the server has sufficient resources. We also verified that the required URLs are permitted through the firewall.
